The distance between Mars and Earth is constantly changing since both planets are orbiting the Sun at different rates and are always at different distances from the Sun. It will take about 7 months to reach Mars depending on the distance.

I'm not exactly sure what you mean by outer planet... But it is a planet in outer space. Astronauts have been trying to see if there's been life on Mars. They've had space robots go up and take pictures. Hope I helped! =)
This hasn't actually been done yet (we have gone to the moon, but that is technically a satellite, not a planet) but we can reasonably predict that if we ever do travel to the planet Mars, it would take something like half a year to get there. Venus would be similar although we would probably not want to go there. Other planets would take longer, since they are farther away.
