For a neutral atom the number of electrons = the number of protons. If that does not hold true the atom will receive a (+) or (-) charge. It will be a (+) if it is missing one electron and a (-) if it has an extra electron.

To the guy who wrote that, the question was asking (in size) how many electrons could fit inside a proton relative to its size. The answer is about 1/1836 electrons could fit inside a proton.
