The usual answer is at the March (vernal equinox) and September (autumnal equinox). However this is not really true. Do to effects like refraction, the sun seams to rise earlier and set later than simple geometry would dictate. Thus if you check any almanac, you will see that there are several minutes more of day than night on the equinox days.
