Depends where you buy it.
Because metal is easy to form into spoons. But spoons don't have to be made of metal; I have some Traditional Chinese soup spoons that are ceramic, and wooden, plastic and nylon spoons are readily available.
Ina Garten uses standard metal measuring spoons in her recipes. However, she has not specifically endorsed a specific brand or type of measuring spoons.

Dessert spoons are not a standardized measuring device, so their capacity will vary from one manufacturer to another--the same is true of "tea spoons," "table spoons," or soup spoons that are meant to be used for eating. Well, it depends on where you got them. Some spoons from the 1500 + are VERY valuable, because they use real silver, not metal. 1900 + I wouldn't depend on the spoons being worth much. Nowadays, most spoons are made in China. I would find the age of the spoons, and range from maybe $50 and up.
