82 pounds is a measure of mass and so will be 82 pounds anywhere. Mass is independent of the force of gravity.

Unless, of course, you were thinking of 82 pounds Sterling. I doubt if that would be worth much - certainly not enough to pay for the fuel for your journey back to earth!

Neptune is a fair bit more massive than the earth, but it is also much larger in diameter. As it turns out, these two factors cancel each other out to the extent that if you could stand on the surface of Neptune, at the top of the clouds, you would only feel 14% heavier. So, an 85 lb. child would weigh 96 lb. 14.4 oz.
