Pluto is the largest known object in an enormous ring-shaped region of icy objects called the Kuiper Belt. Like other large objects in the solar system Pluto most likely formed by a process called planetary accretion. Initially the outer solar system where Pluto formed was filled with icy dust. This dust started to clump together into larger and larger objects. When these objects became massive enough they became planetisimals and their growth sped up as their gravity became strong enough to pull in surrounding material. As each planetesimal gained mass its gravity became stronger, speeding up growth even more. Some would even collide with one another to create even larger planetesimals. Pluto came to be one of the largest, if not the largest of these objects orbiting beyond the giant planets.
