How successful was the Kyoto Protocol?

Having reached a tentative agreement at Kyoto, the responses of the governments of the world have been mixed.

The member countries of the European Union, as well as some other smaller economies, have moved ahead with a carbon trading scheme as an important step in reaching their emissions reduction targets.

The United States, for political reasons, has failed to ratify its agreement to the Kyoto protocol.

Australia has encouraged consumers to reduce their electricity usage, going so far as to phase out the sale of incandescent light bulbs. The government is committed to implementing a carbon pricing scheme, to be phased out in the longer term for a carbon trading scheme, but this has been delayed for political reasons.

Overall, there is a realisation that there is not the political will to implement the measures that government leaders agreed were necessary to begin to combat global warming.
