Yes thunder makes ozone.

It is because when thunder passes through oxygen due to electrical discharge the oxygen molecules disintegrate and thus form nascent ozygen which on reaction with oxygen molecule form ozone. This process is used in the formation of artificial ozone in an ozoniser. The pleasant smell during lightning is of the formation of ozone.
