Obviously you could slow or increase the earths rotation to alter the length of the day. But of course this would cause very severe climate changes and I'm sure whatever you used to change the rotation would be bad for the environment too. Furthermore there really wouldn't be much to gain from this since humans have naturally evolved to a 24 hour day. But yes it would be possible to alter it. No way. It is humanly impossible to slow or increase the rotation of the earth because we dont have the ability to do so.
