I just bought the color Zone Powerballs kit, and following are the written instructions that came with it.

Step One: Set Up Your Work Area

Spread out some newspapers under your work area before you start. You will also need a small cup and some water. You should also have some paper towels nearby in case of spills.

Step Two: Start Creating!

1) Decide which shape mold and what colors you are going to use for your ball.

2) Next, snap together the two parts of the plastic ball mold.

3) Open the color crystals package that you would like to use first and pour the desired amount into the funnel on the top of the ball mold. Repeat this with different colors until your mold is filled to where the bottom of the funnel shape starts. Do not fill the funnel part of the mold all the way to the top or your ball will not bounce very well when you remove it from the mold.

4) Holding the funnel part of the mold, carefully place the filled mold in a cup. While holding the mold, fill the cup with water right up to the bottom portion of the funnel. Let the mold sit in the water for 5 to 10 minutes.

5) Remove the mold from the water and wait 10 minutes before opening it.

6) Carefully open the mold and remove your ball. When you remove your ball from the mold, it may feel a little sticky. Let it dry until it is no longer sticky before you start playing with it.

Step Three: Start Playing!

Find a clean, flat surface to bounce your balls on. When you are done playing, store your balls in a plastic sandwich bag until you are ready to use them again.

Personal comment: We tried the first ball tonight, and it did not turn out well. The bottom half seemed to work, forming what looked like a bouncy ball. The top half was still crystals that just spilled out of the mold when we took it apart. I'm not sure if the top did not get enough water exposure or what (the molds have tiny holes in them), but we'll give it another go tomorrow.
