It is POLAR because although the electron-domain geometry is octehedral and the molecular geometry is sq. pyrimidal, there is a pair of extra electron on Cl , forcing the actual molecular sketch to have a "bubble-like" appearance to show the extra pair of electrons that are sitting dormant on Cl...
