No. It is a rock called kyanite and it is made of aluminum and oxygen. It is a metamorphic rock formed 20 miles underground. When the Carolina terranes were forming this rock was pushed up from 20 miles to near the surface. Since kyanite erodes much slower then the surrounding rock it formed a peak.

Apparently there are no extinct volcanoes in NC. Even though much of the land is formed from volcanic tuff and argillite with tiny grains of pumice inside.
