No, it is not. Formation of solution is a physical change and no chemical reaction is involved in it. A chemical change is a reaction which is irreversible. Consider 20cm cube cube of salt dissolved in 20 cm cube of water. a solution is then formed. Now place the solution in the sun and you'll see that the water will evaporate, leaving salt crystals behind. you can see it is not chemically combined as you can separate it. Note for no confusion that: a chemical reaction is the process during which a substances changes to another but a chemical change is description of the process leading to a new substance.
