A theory is what somebody believes may explain a situation. A fact is something that has been proven, or is commonly accepted (i.e., the sun will rise tomorrow morning). It can't be a fact because it is a prediction of the future. But if I had to bet, I would wager my life savings on the sun rising tomorrow morning!

Given that there has not been so much as a year in mankind's history in which there weren't some dictators somewhere - and usually many everywhere - that would be a rather safe prediction, wouldn't it? So you may assume two things. Yes, some have no doubt "predicted" dictators. And yes, that's as much of a "prediction" as speaking of your feeling that the sun may rise tomorrow.
In most places, yes. However, as of November, places near the north pole will not experience another sunrise for several months. Polar winters are dark.
