For starters, WikiAnswers can not and will not promote the abuse of illegal substances. That being said, tissue paper is completely legal as far as I know. Smoking it, albeit not condoned, is not illegal. Smoking tissue paper poses an interesting question. Smoking pure, untreated paper will not harm you anymore than a cigarette does, assuming you're of legal age to smoke, but it will cause damage to your lungs. That aside, tissue paper is treated. Most companies, including the knock-off brands, treat their tissue paper to be softer and gentler on the nose with various chemicals and lotions. I'm by no means a chemist but smoking unknown chemicals could lead to bad interactions and might cause severe medical problems after time. In addition, if you're on prescription medication you might have other drug interactions to worry about. Note: The chemicals and lotions embedded in tissue paper are not on the packaging because they are not required to by law since this particular product is not intended for human consumption in any manner.
