No, The Venus Project is simply a practical scientific approach to organizing all kinds of societal functions and it is also an attempt to fix many of the problems of human behavior that we see today across the world. Jacques theory of human behavior describes humans as limited organic sensor boxes. Meaning, we're equipped with our genetics to observe the world, but we can never achieve any knowledge outside of what we have seen around us. The biggest point that the Venus Project can make is that our current politicians have very little knowledge with respect to the technical aspects of how a society should be run properly. Why not make the job of reconstructing society a scientific process in which we arrive at decisions and answers to many problems by using testing, data comparisons etc. along with the scientific method in order to solve all major problems we have today. It's not utopian because then they would claim to have all answers for every problem ever. Its about creating a society that will develop technologies to ever improve, and to help eachother. The set of values could be considered utopian from your prospective because you were brought up with your own completely different set of values, none of which I have mentioned above. Today, the world have become a selfish game of greed and competition, and our methods of many aspects from materials, to manufacturing, to highways travel and cars etc.. are INsane! Meaning.. there are more answers out there today, we have the technology today to fix these problems, but the money structured, market oriented economy we have today is outdated, slow progressing, and EXTREMELY impractical from a broad sense.

In conclusion (although this is very poorly written - apologies) - The venus project is about creating an environment that will support a surplus of goods & services which would eventually render money obselete by erasing scarcity in most essential areas. But by building such a world, we will see a tremendous positive change in human nature, and overall quality of life. The standard of life would reach the sky and beyond because everyone would be doing things for the purpose of a unionized nation of people, of society, and of culture. To create an environment where reward is NOT when you help yourself, but when you help others it benefits all which in turn, benefits your own life. You wouldn't have to be forced or limited to just family, fending for yourself fighting to make a living... No, the goal of TVP is to eliminate scarcity in the long term, but by designing it a way that is intelligent, efficent, and makes the most sense. So Is Venus Project Utopian? No, it is simply the most positive form of social design we've ever seen, and it really just us tells to "Never stop improving"...instead of doing what we're doing now... which does not correlate with the definition of a Utopia.
