The northwest part in the Snowbelt region is very flat. This includes the counties of Erie, Crawford, and Mercer. Also around Philadelphia since its close to the Atlantic Ocean. This is just from personally experience, I don't know if these are entirly true though.

i don't know the answer to that but all i know is on average London Ontario gets about 210cm or 80 inches. and we are no longer in the snowbelt so i think its more like 70 inches.
