Think of it this way... Most people take it as inherently true that grass is green, but in reality it is the process of the receptors in our eyes detecting specific photons reflected off the grass and the way our brain processes that signal which gives us the illusion of its color. To a life-form which processes spacial awareness using echolocation grass would not appear as green, nor any other color in our visual spectrum.
The concept of color and meaning are both inventions of the mind and consciousness, this does not make them any less real. Meaning found in religion has had some of the most profound impacts on society, and people giving meaning to luxury has stimulated economies. Doesn't the fact that these creations of the mind have instigated so many events make them real?
The better question is... Do we place meaning in the right place?
To better understand this concept study than yin-yang, which symbolizes the harmony of the masculine and feminine forces in reality. One force seeks meaning while the other creates, but ultimately both are contained together and inside one another.

The question is essentially nonsense. The universe is the universe. It contains galaxies. There's no underlying "structure" to how the galaxies fit together, so it's more or less meaningless to talk about "how they make up the universe."
According to the best scientific theories, this is both unanswerable and meaningless, as time is considered to have come into existence simultaneously with the universe. There was no "before" the universe. However, even if there was, there's no way we could ever know anything about it.

The black hole at the center of the GALAXY provides the centripetal force that causes the galaxy to rotate. Yeah, everything is slowly spiraling inward, but it's happening very very very slowly. There's no way to orient the universe in a way that you can find the center. We are at the center of our personal observable universe, but that's meaningless.
