I don't think the NFPA national electrical code has any rules concerning this.

The local utility companies (gas / electric) may have a rule.

Even if no rules governing distance, use prudent judgment ie: don't drive the rod so close as to risk contact and/or damage.

If using a power tool to drive the rod, there is a risk that vibration from the tool can cause a leak in an old gas pipe.

Also if using a power tool to drive the rod, many areas require a "call before you dig" so the utilities can be marked.
