There is no liquid water on Venus and comparatively little water vapor. Most of the oxygen on the planet is combined as carbon dioxide and sulfur dioxide in the atmosphere, and as oxides in surface rocks.

The lack of water, along with the intense heat in the surface air, precludes the growth of plants that could remove carbon from the atmosphere as they do on Earth.
