To answer my own question :), if I interpret the differentials correctly, viscosity does have its maximum when there are no shearing forces, regardless of whether the fluid is newtonian or not. So, in short, yes.

What is the difference between the Plastic Viscosity and Viscosity of a drilling fluid?

Both are same

When two fluid have different viscosity with same pressure are pumped from same place at same time reached at same distance who will reach earlier?

the fluid which has lower viscosity will reach first because velocity is inversly proportional to viscosity.

Why is there a maximum in the plot of viscosity vs mole fraction?

Most likely hydrogen bonding between species in the mixture. This causes large "polymer-like" groupings and increases viscosity

What is the relationship between viscosity and speed flow?

Viscosity is a measure of a fluid's resistance to flow. Higher viscosity fluids flow more slowly than lower viscosity fluids at the same pressure and temperature due to the internal friction between the fluid molecules. This means that fluids with high viscosity will have a slower speed flow compared to fluids with low viscosity under the same conditions.

When you describe a liquid as thick are you saying that it has a or a low viscosity?

A thick liquid would have a high viscosity :)Thick liquids have a high viscosity. Example "What is the viscous liquid you are drinking?" is the same as "what is that thick liquid you are drinking?"
