Yes it can I'm using a nuvi 200w with bluecart and it works fine you need to set i to work offroad though. i live in the cayman islands and have added divesites via mapsource (waypoints) these show up in favorates it then just select the site and it draws a direct line to the point ( i need to add the channel markers in and go via them. good luck

It sounds like it is time to have the internal battery replaced. This can be done by Garmin, or if you are handy, check the web for instructions on how to open the unit and replace the battery. If the unit is still under warranty, Garmin may not charge you for the replacement.

the maps on 250w include all North America's vs 200w only the 48 states, Hawaii and Puerto Rico OR regional maps (if it's not bought in the US)

You never can tell. The max rating is undefined and just means that in some circumstance you could feed 200W into the speaker (or get 200W out from the amplifier) for some undetermined length of time (like a few milliseconds or even micro seconds) which is pretty meaningless.
