I have searched many many times for this apparently elusive manual but I have never found one. If you do find one please let me know because Liboff is a tough (but good) text.
You can find the solution manual for "Principles of Quantum Mechanics" by R. Shankar in various places online, such as through academic websites or forums. It may also be available for purchase from bookstores or online retailers.
I may not have searched enough, but it looks as if this book isn't available for download. It isn't even available as a physical book, from Amazon - that is, Amazon lists it, but states that it is not available. I assume it is out of print.

A solution manual is a book or guide that contains the answers or solutions to problems found in textbooks or study materials. It is often used by students to check their work and understand how to approach different types of problems. Solution manuals are usually created by the authors of the textbooks or by other experts in the subject matter.
The rate of stirring refers to the speed at which a solution or mixture is agitated or mixed. It is typically measured in revolutions per minute (RPM) for mechanical stirring devices or as a function of the stirring speed for manual stirring. The rate of stirring is important in determining the efficiency of mixing reagents and achieving uniformity in a solution.

The advantages of an IT solution is that all the data that you have worked on, is stored in a secure area in the computer, however, the manual solution can get easily lost or ripped. The IT solution's presentation is better than of a Manual solution. An IT solution can easily remove any faults typed on the computer. However the Manual Solution has to be either rubbed off if using a pencil making it look messy or sometimes crossed off if using a pen. The IT solution can help people to type essays, coursework, stories etc much quicker than of a manual solution.
