Actually it can. If global warming melts the polar ice, then seal level will rise and there will be more free ocean water involved in the tides. As the tides are linked to the moon, as more free water becomes involved this will increase the rate at which the Earth's rotational energy will be transmitted to the moon, pushing the moon away from the Earth a little bit faster than it does now.
