It has limited power to function in other matters. It functions as a referee between smaller units frequently called states. The smaller units handle items concerning their own internal matters. They may have smaller units such as cities or villages or something else. Russia is not a federalist system. The national government appoints the regional governors. It controls local affairs. Germany and the United States are federations. The national government takes care of national affairs. The government is locally controlled. The governors are elected locally. The national government stays out of local business.
