It can't be meiosis, because meiosis is the process that produces haploid sex cells.

In any species, meiosis involves two divisions. The parent cell is usually diploid (has two sets of chromosomes), and after two divisions there are four cells that are haploid (with one set of chromosomes).

However, the four haploid cells are not always sex cells (gametes). In humans they are, and in most animals they are, but in plants they are not: they are always spores.
