Underemployment refers to an employment situation that is insufficient in some important way for the worker, relative to a standard while Unemployment (or joblessness) occurs when people are without jobs and they have actively sought work within the past four weeks.
Underemployment is not something you apply for. It is a "type" of employment already engaged in. As an extreme example, if an electronics engineer was working as a dishwasher, he'd be considered underemployed.
