I don't think so. The best I can find with a quick check is a list of 12"+ storms in NYC in the last 120 or so years, and nothing comes up. There technically could have been a blizzard (which does not have snowfall criteria) with less snow than that, but it wouldn't have been particularly crippling for the city if that were the case.
The worst snowstorm in New York City in 2000 occurred on January 25-27, 2000, when a blizzard brought more than 20 inches of snow to the city. The storm caused significant disruptions to transportation and daily life in the city.
The Great White Death blizzard of 1949 lasted for about eight days, from January 2 to January 9. This severe winter storm affected parts of the northeastern United States, particularly New York and New England, bringing heavy snowfall and strong winds. The blizzard caused significant disruptions, including road closures and power outages, and remains one of the most memorable winter events in the region's history.
