Aluminum is worse conductor than copper by volume, though it's considerably lighter. It was used years ago for wiring houses, mostly because it was much cheaper by then. It physical properities however(thermal expansion, galvanic corrosion), make it a poor choice for household wiring.

Are copper wires and not steel wires used in electric circuits although both copper and steel are electrical conductors?

Steel is not used as an electrical conductor because, although it is a conductor, it's not a very good conductor -as is copper and aluminium, for example. A steel-wire core is used, however, to reinforce aluminium conductors on transmission tower lines

What are the differences in conductivity between steel and copper?

Steel has lower conductivity compared to copper. Copper is a better conductor of electricity than steel due to its higher conductivity properties.

About what percentage measurement difference is there between aluminum vs copper cable through house meter with copper going to circuit panel?

The only difference in the ampacity of the conductors that go through the house meter would be based on the sizing of the conductors. There are two sets of amperage tables in the code book. One is for aluminium conductors and the other is for copper conductors. If the house meter is for example rated for 200 amp distribution, a 3/0 copper conductor rated at 225 amps would be used or a 4/0 aluminium conductor rated at 205 amps would be used. The aluminium conductor is one size larger than the copper conductor.
