Fabric shears are specialized scissors designed for cutting fabric. They are longer and have sharper blades than regular scissors, allowing for smoother and more precise cuts on fabric without causing fraying or damage.
Fabric shears provide a clean cut through fabric and will last longer overall. They're also "generally longer in length than all-purpose scissors which helps with the precision," Button says. Munix tailoring scissors are made up of stainless steel that is a corrosion-resistant material that helps the scissors to last longer making it more durable. Tailoring scissors are made with ergonomic design which makes cutting fabric easy.
Pinking scissors are called pinking shears because they create a zigzag pattern along the edge of fabric to prevent fraying. The zigzag pattern resembles the teeth of pinking shears, which is where the name comes from.
The difference between fabric scissors and pinking shears is not one of strength. Pinking shears are designed to give a zig-zag cut rather than a straight cut (which for some kinds of fabric will help prevent the cloth from unravelling into its constituent threads).
The scissors you describe sound like buttonhole scissors. They are used to cut open a buttonhole after it has been sewn into fabric by a sewing machine and they don't cut through the edge of the fabric.

Paper is a much more rigid substance than fabric, so your scissors will dull faster from cutting paper. Then, when you need a crisp edge on your fabric cut, your scissors may not be sharp enough to cut the fabric cleanly. I know that my mother scolded me roundly if I ever even thought about using her sewing scissors to cut paper - she'd always say that's what the kitchen scissors are for!
There are scissors used in sewing called Pinking Shears that are used to cut out seams, and yes they prevent fraying. These scissors are to be used for fabric only. To use otherwise would dull the scissors edge. There are also craft scissors with a zig zag patterned edge used to make decorative edges for use on paper only. These scissors do not work on fabric.
