However, at the surface of the liquid there are no attraction forces from above and so the molecules experience a net downwards pull. This causes the molecules at the surface to be pulled into the liquid, compressing the space at the surface. This smaller, denser and more packed surface is what causes the surface tension...correct me if I'm wrong. :)
