A reactive leader is one who doesn't stop to think about the bigger problem when faced with an issue. They act on impulse hoping the problem goes away without making sure that it doesn't return. This is opposed to a proactive leade who realises there is decision to be made for the long term benefit of the company and the team around him. He will delegate and include staff in projects. Ask them how they'd solve the problem rather than leap right in with a temporary fix.
