Do-gooder quasi-vigilante style citizen groups who enjoy driving around looking for people to report. Or to harass themselves.

Not that they can't do good, but to be honest, the motives of many of them seem suspect. Like those guys who go out to the Mexican border with beer and guns to see if they can find some poor immigrant trying to sneak in.
