Education should focus on learning not examinations. No exams should be conducted till 10th standard in any form. Kids are not donkies to number them as first or last they have to be guided more scientifically and for this government should invest in Universities for research work in colloboration with western nations. This doesnt mean we have to follow their learning methodologies we have to build a fusion of ours and western learning systems which would meet the intellectual thirst of the kids. Every teacher should be given break for every two years for reskilling themselves. this should be a minimum 6 months period and salaries has to be paid fully (If possible with additional perks). Vocational training based on the kids interest has to be provided for a minimum of 4 different trades. All tution centers has to be abolished before starting all this. Parents has to under go socio- Physico analysis and have to complete training programs to enable all the above changes.

The above contributor I suspect may be speaking about about a non western nation's methods of improving the number of jobs that require more skill than other types of jobs.

I can only speak of what the US Government can do to improve the number of skilled jobs. The number of skilled jobs can mainly be increased by increasing the number of corporations that require a more skilled workforce. Also, as the US Government is the largest employer in the nation, higher & high tech jobs will be needed to perform the duties essential to helping the private sector to grow.

With no strict order of importance, here are some ideas to increase the number of employees able to fill an increasing increasing number of skilled jobs:

A. The US university system numbers about 7,000 institutions of higher learning. Federal and State funding of these institutions is already high. Most of these colleges and universities require on campus or travel to campus students. With that being said, the Federal & State governments can accelerate the number of students by creating tax incentives for expanding the already existing home based "on line" universities. and promote the creation of new ones( from this point on all Federal, State & city governments will be called "government";

B. Governments can also encourage universities to that do not have a substantial number of "on line" students to do so. Thus a university such as Georgia Tech would not require an on campus requirement. By this increase, students that live in Arkansas as example can be students at Atlanta, Ga. based Georgia Tech. The question of how to accurately gauge student performance without on site examinations would be needed to be worked out so that degrees are not earned by "cheating". ( always a real problem with on site students anyway )

C. Increase the number of US Patent Office patent examiners. Statistics issued by the US Patent Office indicates that the backlog of unexamined patent applications is almost 600,000. Besides increasing the number of patent examiners, plus a more efficient manner in which to lessen this backlog will increase the number of patent awards. This may enable patents that will help expand the work of hi tech companies and help create more new hi tech corporations. This will help to increase the number of hi tech and or skilled job openings;

D. The Government must stem the ever private sectors' rising tide of shipping hi tech jobs overseas. These jobs are outsourced to various countries because of lessor labor costs.There are several ways to do this:

D1. Provide tax incentives to companies that begin to reverse this trend; and

D2. Tariff controls. This may be a hard pill to swallow, however it can succeed if the government takes measures to insure, that as example, a General Motors does not take advantage of them to raise the price of its automobiles & trucks.

E. Education below the university level. Currently in high density population centers the length of the school year and the salaries of many teaching districts are to short with the former issue and to high with the latter issue. This requires an explanation and focused on the real life examples provided. Where the facts do not fit, then it need not apply.

E1. At some point based on the grade level, the traditional 10 week Summer vacation needs needs to be shortened. Additionally, the policy of some school districts that gives a week off from school every 6 weeks added to the every holiday that can be dreamed of policy needs to be addresses, once again based on grade levels;

E2. Teacher salaries. In many school districts, the school day is from 8:30 AM to 3:00 PM. With no requirement to stay after school to aid students who need "extra help". The school day for students can remain the same, but after school help for students that need it has to be somehow addressed. Also,

E3. The union bargain agreements that automatically raise a teacher's salary by as much as $10,000 when they earn a Master's degree needs to be reviewed. Especially when the Master's degree from a college with low academic standards, counts the same as one from a college with high academics;

E4. Currently many school districts pay their superintendents " private sector salaries". Added to this travesty is the policy of awarding superintendents "sick days". So often a superintendent retires or is fired and cashes in their unused sick day pay. Some situations involve district pay outs of hundreds of thousands of dollars. Executive positions don't need "sick days", this has to be addressed;

E5. Tenure for teachers below the college level. Tenure was once a part of a college professors' compensation package. It was created to avoid firing professors for their "politics". There is no need for a teacher in an elementary school to obtain tenure after 2 years of work. This issue must be addressed as well;and

E5. Currently there is still a problem with the number of medical colleges and the number of residencies. These issues require attention as few jobs are more skilled then that of a physician.
