atom has a nucleus which is the central part.it consists of 2 components- a proton which is positively charged and a neutron which has no charge. the atom also has an orbit-which is the region where the third component -that is the electron is most likely to be found. the electron is negatively charged.thus the nucleus is positively charged because of proton and orbit is negatively charged because of electron. but the overall atom is neutral as positive and negative get cancelled

although in ions there is either an extra proton or protons(cation)or an extra electron or electrons(anion)so its either positively or negatively charged
