The ozone layer (a relatively thin section of Earths atmosphere that contains the chemical O3) functions to block electromagnetic radiation from outer space, more specifically UV radiation from the sun. UV radiation has energies higher than that of visible light and helps to build vitamin D in human skin (which holds its own host of benefits). However, too much exposure to UV radiation leads to sun-burn, 'sun-sickness', cancer of the skin, outer tissues, and damage to eyes and genetic material (possibly causing cancer). UV also leads to a host of affects well beyond humans but those are beyond the scope of this answer. Therefor, if the ozone layer is negatively effected than the earths surface will receive too much UV radiation. If the ozone layer is positively effected (meaning an over-abundance of ozone) than the earths surface will receive too little UV radiation.
