Something called the Coriolis effect. Earth spins faster closer to the equator because it is "fatter" there (though nobody notices it standing on the surface). Air flowing north or south will tend to maintain its original speed. Hurricanes have low pressure centers that pull air inwards. In the northern hemisphere, air flowing in from the north will be deflected t the west, and air flowing in from the south will deflect to the east. The in flowing air is then pulled back toward the low pressure center, creating counterclockwise rotation.

It works the opposite way in the Southern Hemisphere, creating clockwise rotation.
