Tsunamis start with an earthquake beneath the ocean bed. There is a sudden massive and very powerful movement of seabed upward/downward. When this happens the entire column of water above the location of the quake moves. This is one thing that distinguishes a tsunami from an ordinary wave. Ordinary waves may affect water for a few meters down from the surface, but a tsunami is the movement of the entire water column from surface to ocean floor.

This surge of water moves outward in all directions. Where the water gets deeper, the energy is dissipated somewhat, but where the water is more shallow, the energy is concentrated again. This is why when the wave hits land there is a tremendous concentration of energy.
