It is an organelle, kind of like a mini organ inside a cell. It is a packaging unit, it produces phospholipd membranes to contain substances for transport.

Additionally, the Golgi apparatus acts as a temporary storage area for these molecules, modifying and packaging them for transport to their final destination within or outside the cell.
