All substances have a quantity known as their "cryoscopic constant". This quantity determines the amount their freezing point is lowered by having things dissolved in them. Water's is fairly large, and rock salt is fairly soluble in water. These two properties combine to lower water's freezing point significantly when rock salt is added.

So, the property rock salt has that lowers the freezing point is its solubility.
