You cannot make fluorescent colours simply by mixing any coloured paints. Fluorescent paints are fluorescent because they contain a substance that fluoresces. Such a substance is fluorescein, a fluorescent dye. Therefore, you can mix different colours as much as you wish, but they will never fluoresce unless the particular fluorescent substance is included with the paint pigment in the paint.
