St Louis is north and west of Atlanta. The actual direction of travel from Atlanta to St. Louis would be slightly west of northwest.
Being from St. Louis myself and studyin the weather the past 10 years or so I can tell you that there isn't really a predominent wind direction for us. We get mostly south winds during the summer we get north winds during the winter and it blows from the west and sometimes from the east so there is no really predominent wind direction for us.
It is "south by west" (somewhat west of due south). Directly south of St. Paul, MN would be Lake Charles, LA and Austin TX is 250 miles farther to the west. (see the related question)

Generally, the streets run north and south (Arcade Street), while the avenues run east and west (Larpenteur Avenue). But, that being said there are streets that run east and west (3rd Street) and avenues that run north and south (Century Avenue).
Maiden Street in Washington PA runs East and West, however, the eastern piece is very short. West Maiden is also known as Rt. 40 West, The National Pike. Rt. 40 is interrupted at Jefferson Ave. and Chestnut St., just before "uptown".
