As you increase the f-stop number (stopping down) by closing the diaphragm you decrease the light. The conventional f-stop scale on camera lenses results from the halving of the available light. For example, when you stop down from f/11 to f/16, you are decreasing the light by half...that would require halving the shutter speed to get the same exposure.
