I am traveling to NYC next week. Weather forecast for clear skies highs of 45 low of 35...ideas on layering up?

Why not? It depends on how comfortable you feel in them and perhaps on what terrain you plan to wear them on (for example, I would not wear shorts in 80 degree weather walking through the jungle). If you're going to be exposed to the sun, don't forget the sunscreen.
