East meets west at the Prime Meridian, zero degrees latitude, the north-south line which passes through Greenwich, England.
East and west are determined by the Earth's rotation on its axis from west to east. Specifically, east is the direction toward which the Earth rotates, while west is the opposite direction. This means that east is where the sun rises and west is where it sets.
A magnetic declination of 45 degrees can be either east or west, depending on the location. If it is 45 degrees east, it means that magnetic north is 45 degrees to the east of true north. If it is 45 degrees west, it means that magnetic north is 45 degrees to the west of true north.
The zero line of longitude is a matter of convention; it was established by the British Royal Navy as a convenient measuring point from the Royal Observatory in Greenwich, England (a suburb of London). Locations to the east of Greenwich are in the "east longitude", while locations to the west were in "west longitude". On the other side of the world, in the Pacific Ocean, you can sail from 179 degrees 59 minutes west to 179 degrees 59 minutes east in about 5 minutes. At the 180 degree line, "east meets west".
From East to West, it is the only planet in our solar system to do so. All the others rotate West to East. Comments: That's not quite true. Uranus is another one. Here's a bit of pedantry: It depends how you define the North pole of a planet. There are two ways to do that, unfortunately. On one definition, Venus actually rotates from West to East. However, nearly everyone ignores that and says Venus rotates from East to West.
