The pacific tectonic plate collides with the North American tectonic plate, causing earthquakes. San Francisco also has soft soils so it's very easy for an earthquake to happen that causes bad damage.
Some places are heavily affected by earthquakes because they sit on or near a fault line. Christchurch, for example, sits near a fault line and is why it has frequent and strong earthquakes but practically everywhere in Australia is nowhere near a fault line so we get very littleearthquakes.

The odds of Ontario to have a large scale earthquake is slim to none due to the fact that Ontario doesn't sit on a fault line. The fault lines are what causes earthquake. For example, San Fransisco sits directly on top of the San Andreas fault line. When an earthquake hits, the impact is always devastating. Even recently with the 7.0 earthquake in Haiti, Haiti sits close to the Carribean fault line. This is what caused the Earthquake. Waterloo Ontario had an earthquake @1:48pmr June 23 2010 "3.5 or higher"

The coast of California has a high risk because of it's location on the transform boundary between the North American and the the Pacific plates. In this region stress can build up along the fault where it gets locked in place and this can cause large earthquakes. Another section of the US that is at significant risk of earthquakes is Alaska due to the subduction of the Pacific plate under the North American plate (this caused the largest earthquake in US history in 1964 with a magnitude of 9.2)
