There is no problem when toxics accumulate in properly designed landfills. They are contained there and do not impact the environment. When the materials escape there is a problem.

Metals will react according to their type and chemical composition of the soil. Iron may rust away altogether eventually, turning into nothing more than a red stain in the ground. Most other will oxidize slower and hang around longer. Glass will just stay there for pretty much forever. Plastic will decay over time, but we don't know as yet how long it will endure buried.

Well, for starters, they are making people who live anywhere around them sick, and they also create these chemicals that seep into the ground and can contaminate the ground water. they of course are attracting varmints and other creatures that scavenge on the rotting trash, and produce methane gas (there are ways to solve that, which a lot of people of working on that now, powering buildings, plants, etc.) And they probably aren't to great for the local animals.
