I guess to fully understand, we need to talk on the structure. Salt is a repeating 3D lattice containing cations (positive ions from the metal) and the anions (negative ions from the non-metal) bonded through an electrostatic charge of attraction between positive and negative. The attration is so strong that the ions are held tightly into the structure when salt is solid with no means of escape, until it is heated to become molten. It can now conduct electricity, being an ionic compound (bonding of non-metal with metal) which is one of it's main properties. Because it is melted and then boiled to become molten, it breaks the bonds holding the delocalised charge carriers (ions) and causes them to be delocalised and transmit charge which they coudn't do in the solid state. Meaning they can now conduct. That's one change down.
