No, no human has ever set foot on Neptune or any other planet in our solar system besides Earth. Neptune is a gas giant with extreme conditions, making it impossible for humans to survive there.

If you mean which planets that Humans have set foot on then Earth is the only one. We have went to the moon, but it does not count as a planet. Human made space craft have been to every planet in the Solar System. We have on en route to Pluto right now.
