Friction is generally described as either sliding or rolling friction.
You could devise any number of instruments to measure it.
If you moved a given surface area (say a block) across another surface under pressure from above (say weight) then you could measure the force needed to accelerate the block to a certain velocity.
You need a stopwatch, a spring balance (to measure force) and some maths.
